     The regular meeting of the Harford Township Supervisors was called to order in the township office by Chairman Doug Phelps at 7:01 PM. Supervisor Furney was present; Supervisor Owens was absent due to a family situation. Assistant Secretary Carolyn Jennings was present to take notes for the minutes. Visitors present were Maureen Warren and Dottie Hagenbuch.
     The minutes of November 10th were reviewed and accepted on a motion by Furney, second by Phelps. Motion carried by two yes votes.
     The bill list was approved as printed on a motion by Furney, second by Phelps. Motion carried by two yes votes. The treasurer’s report was filed for audit.

PUBLIC COMMENTS: None

ROAD REPORT:
     The brightly colored reflective sign to discourage motorists from going out Oliver Road to get to 81 was purchased from Molenko’s and installed.
     All equipment has been set up for winter and pothole patching and brush cutting are being done as time and weather allow.

OLD BUSINESS:
     The 2016 Budget is under final consideration: Township Income & Expenditures - $516,150, State Income - $208,307 & State Expenditures - $190,500, Sewer Income - $135,288 & Sewer Expenditures - $136,100, and Impact Fee Income - $351,200 & Impact Fee Expenditures - $166,600. A motion was made by Furney and seconded by Phelps to adopt the 2016 Budget as advertised. Motion carried by two yes votes.

NEW BUSINESS:
     A motion was made by Phelps and seconded by Furney to accept Resolution #5-15 setting the Real Estate Tax Millage for 2016 at 4.63 mills – general purposes, 1 mill – fire protection, and noting per capita tax is eliminated. Motion carried by two yes votes.

November 10, 2015

     The regular meeting of the Harford Township Supervisors was called to order in the township office by Chairman Doug Phelps at 7:00 PM. Supervisors Owens and Furney were present along with Assistant Secretary Carolyn Jennings to take notes for the minutes. Visitors present were Maureen Warren, Ted Brewster, Jenny Payne, Dulcey Albert, Dale Ferger, and Joe Williams.
     The minutes of October 13th were reviewed and accepted on a motion by Phelps, second by Furney. Motion carried by three yes votes. The minutes of October 29th were reviewed and accepted on a motion by Furney, second by Owens. Motion carried by three yes votes.
     The bill list was approved as printed on a motion by Phelps, second by Owens. Motion carried by three yes votes. The treasurer’s report was filed for audit.

PUBLIC COMMENTS:
     There was some discussion about whether all the bills were in for the material storage building and the total cost of the project.
     Joe Williams, representing Cabot Oil & Gas, was present to offer a lease extension for the acreage at the sewer plant to be included in a unit for the Decker well pad. The renewal is for another year at a price of $500 per acre. The rest of the terms of the original lease will still be in effect. A motion was made by Phelps and seconded by Owens to adopt Resolution #4-15, accepting the lease extension with Cabot. Motion carried by three yes votes. The paperwork will be fixed to correct the names and address and then signed later this week.

OLD BUSINESS:
     There was some discussion about getting a brightly colored reflective sign to post on Oliver Road just past the truck stop to tell motorists not to use this way to follow their GPS route to 81. This will hopefully result in fewer problems this winter with travelers getting stuck.
     The question of whether the township should declare the Aqua Inn as historical still remains unanswered. The supervisors feel it would be best to set up a meeting with the lawyers, building inspectors, and Jenny Payne to help clarify what the options are.

NEW BUSINESS:
     A motion was made by Phelps and seconded by Owens to advertise the proposed 2016 Budget is available for public inspection. Motion carried by three yes votes.
     A meeting will be held on November 18 at the fire hall to discuss options for bringing postal service back to Harford. They may be looking for a site to put an office trailer for retail services.
     The 2016 Fire Protection agreement with Harford Volunteer Fire Company was approved and signed.
     The supervisors also approved an assessment permit for a garage for Tom Button.

October 29, 2015

     The budget/general business meeting of the Harford Township Supervisors was called to order in the township office by Chairman Doug Phelps at 6:00 PM. Supervisors Owens and Furney were present along with Assistant Secretary Carolyn Jennings to take notes. Also attending were Jim Phelps and Ted Brewster.
     Another sewer blockage was recently discovered at the Tingley Lake area. The manhole needed to be pumped out and burned up pumps needed to be replaced. The valve will need to be removed and fixed; for now, a bypass was put in. A motion was made by Phelps and seconded by Furney to purchase 6 more pumps and 2 more basins, one of those complete to be installed. Motion carried by three yes votes.
     It is unclear what the cause of the blockage is or where this mulch-like substance is coming from. Dave Klepadlo recommended going out door to door to inspect the basins, covers, and the pipes going into the residences to locate the problem. There will be an extra charge for this, as it is not covered by the normal maintenance fees. The supervisors agreed to this approach and Sue will go along as well.
     The remainder of the meeting was spent discussing the 2016 Budget until adjournment was made at 7:33 PM.

October 13, 2015

     The regular meeting of the Harford Township Supervisors was called to order in the township office by Chairman Doug Phelps at 7:00 PM. Supervisors Owens and Furney were present along with Assistant Secretary Carolyn Jennings to take notes for the minutes. Visitors present were Maureen Warren, Ted Brewster, Jenny Payne, Dulcey Albert, David Payne, Mary Jane Taylor, and Victoria Seamans.
     The minutes of September 8th were reviewed and accepted on a motion by Phelps, second by Owens. Motion carried by three yes votes. The bill list was approved as printed on a motion by Phelps, second by Owens. Motion carried by three yes votes. The treasurer’s report was filed for audit.

PUBLIC COMMENTS: None

ROAD REPORT:
     Supervisor Owens said the guardrails were installed on Grinnell Road. The pipe replacement project on Bartholomew Road is complete and another large pipe project on Deer Trail Ranch Road is underway. A few more roads will be worked before winter and the bridge decks will be cleaned off.

OLD BUSINESS:
     There was further discussion about replacing the roof of the township building. Quotes were received from T & R Construction. The cost for 26 gauge would be $14,153.65 and the cost for 29 gauge would be $11,600. A motion was made by Owens and seconded by Furney to accept the quote for the 26 gauge as it is a heavier steel. Motion carried by two yes votes; Supervisor Phelps abstained for personal reasons.

NEW BUSINESS:
     The subdivision plan for Robinson/Bennett at Tingley Lake was reviewed. The supervisors have no objections and will send a letter to the county stating that no driveway permit is required as it is on a private road.
     The supervisors set dates for work sessions to prepare the 2016 Budget. They will be held October 22 and 29, 2015 at 6:00 PM.

PUBLIC COMMENTS:
     Jenny Payne asked if the Aqua Inn in Kingsley could be designated by the township as a historical building, in order to be exempt from certain requirements of the commercial building code for the renovations being made there. The supervisors have asked the township solicitor to consider the legal aspects and prepare a resolution.

     A motion was made by Phelps and seconded by Owens to adjourn the meeting at 7:28 PM.

September 8, 2015

     The regular meeting of the Harford Township Supervisors was called to order in the township office by Chairman Doug Phelps at 7:00 PM. Supervisors Owens and Furney were present along with Assistant Secretary Carolyn Jennings to take notes for the minutes.      The minutes of August 11th were reviewed and accepted on a motion by Phelps, second by Owens. Motion carried by three yes votes. The bill list was approved as printed on a motion by Phelps, second by Owens. Motion carried by three yes votes.
     Sue asked for permission to pay the bill from Cleveland Brothers for the new backhoe, which had come in after the bill list was printed. Doug and Conrad gave their okay. The treasurer’s report was filed for audit.

PUBLIC COMMENTS:
     Garry Foltz had questions about some of the bills and concerns about some of the roadwork that was done.

ROAD REPORT:
     Supervisor Phelps said the problem area on Grinnell Road mentioned last month will be getting guardrails installed. Roadwork and mowing are being done in Section 1.

OLD BUSINESS:
     There was further discussion about the Stephens Road Reclamation project. Supervisor Owens stated he feels it is getting too late in the year because the finer material could freeze and cause major problems in the spring. A motion was made by Owens and seconded by Phelps to reject the bid that was received last month and maybe revisit the project next year. Motion carried by three yes votes.

NEW BUSINESS:
     The subdivision plan for the Sloats on Bartholomew Road is on hold waiting for information on a driveway permit.
     The land development plan for Seamans on Three Lakes Road was approved and signed.
     A driveway permit for DTE Energy on Forester Road was reviewed and approved. There was a question about whether a pipe is going to be installed. The supervisors will check and find out.
     An assessment permit for Hinkleys on Blanding Lake Road for a garage was approved.

PUBLIC COMMENTS:
     Garry Foltz suggested the possibility of the township trying to purchase the triangle in town that is up for sheriff’s sale. He also asked about the status of the mower and the problem with breakdowns. The supervisors are starting to look into prices on replacing it.

August 11, 2015

     The regular meeting of the Harford Township Supervisors was called to order in the township office by Chairman Doug Phelps at 7:00 PM. Supervisors Owens and Furney were present along with Assistant Secretary Carolyn Jennings to take notes for the minutes. Visitors present were Ted Brewster, Maureen Warren, Dottie Hagenbuch, Joe and Dava Cowan, Donna and Nancy Schulze, Dale Ferger, Garry Foltz, Fred Grasso, Ashley and Brenda MacBain, Gerry Yushinsky, and Jake Rosen.
     The minutes of July 14th were reviewed and accepted on a motion by Owens, second by Phelps. Motion carried by three yes votes. The bill list was approved as printed on a motion by Phelps, second by Owens. Motion carried by three yes votes. The treasurer’s report was filed for audit.

PUBLIC COMMENTS:
     Dale Ferger stated he feels the township is paying too much to Barhite Excavating and that it would be more economical for the township to hire another operator to do this roadwork.
     Joe Cowan asked why the township is planning to borrow money for the sewer system when the impact fees could be used.
     Garry Foltz asked who paid for the new driveway pipes put on Stephens Road and if School Street has been resealed yet.

ROAD REPORT: None

OLD BUSINESS:
     Only one bid was received for the Stephens Road Reclamation project. Suit-kote submitted a price of $82,277.19. A motion was made by Phelps and seconded by Furney to table the bid for a more in-depth review. Motion carried by three yes votes.

NEW BUSINESS:
     A driveway permit application was submitted by Josephine Gear and Jake Rosen on School St. The supervisors approved and signed it.
     A subdivision plan was reviewed for Williams and Rought on Three Lakes Road. The supervisors had no objections. A sewage planning waiver for this subdivision was also approved and signed.
     An Industrial Land Development Plan was reviewed for the proposed Williams meter station on Three Lakes Road. The supervisors had no objections.
     A subdivision plan was reviewed for the Sloats on Bartholomew Road. This was given an okay as well.
     A service contract with Cleveland Brothers for the new backhoe was discussed. A motion was made by Owens and seconded by Furney to choose the 2000 hour services at a cost of $2,369. Motion carried by three yes votes.
     The supervisors also discussed options for a fireproof filing cabinet. A motion was made by Furney to purchase a 2 hour burn, 4 drawer vertical cabinet from Staples at an approximate cost of $3000. Motion carried by three yes votes.

PUBLIC COMMENTS:
     Joe Cowan asked why dust control has not been sprayed on their section of Tyler Lake Road. The supervisors said their counsel has advised to leave that section alone during the litigation in process. Mr. Cowan also asked about the complaint he had submitted regarding his treatment by a road worker. Supervisor Phelps said he spoke to those involved and that person will no longer be working in the township.
     Donna Schulze asked about a driveway pipe she had purchased that was never put in. This is also part of the section of Tyler Lake Road that is currently in litigation.
     Dale Ferger made a complaint about how he was treated by the township Roadmaster recently. Supervisor Phelps said an executive session will be held after tonight’s meeting to discuss personnel issues. Mr. Ferger also was upset that the road he lives on, Lower Podunk Road, has not been worked yet this year.
     Fred Grasso stated that a pipeline crossing on Grinnell Road has caused that part of the road to get even narrower and there are no guardrails there to protect from a drop-off. There are also bad potholes in that area and some drainage concerns as well. The supervisors agreed to look into it.
     Garry Foltz asked about the emergency repairs made to Stephens Road last winter and the plans to put an apron on the end of Stephens Road that meets 547.
     The work on the township roof replacement has not yet started because of the contractor’s medical issues.

     A motion was made by Phelps and seconded by Furney to adjourn the meeting at 8:26 PM.

July 14, 2015

     The regular meeting of the Harford Township Supervisors was called to order in the township office by Chairman Doug Phelps at 7:00 PM. Supervisors Owens and Furney were present along with Assistant Secretary Carolyn Jennings to take notes for the minutes. Visitors present were Ted Brewster, Maureen Warren, Dottie Hagenbuch, and Phil McIntyre representing Cabot Oil & Gas.
     The minutes of June 9th were reviewed and accepted on a motion by Phelps, second by Owens. Motion carried by three yes votes. The minutes of the special meeting on June 22nd were reviewed and accepted on a motion by Owens, second by Furney. Motion carried by three yes votes. The bill list was approved as printed on a motion by Phelps, second by Owens. Motion carried by three yes votes. The treasurer’s report was filed for audit.

     Regarding the $8000 trade-in on the Gradall, a motion was made by Owens to transfer $4000 from the impact fees to the CD savings account to make up the difference on what was paid to purchase the machine. Supervisor Furney pointed out that the money originally came from the impact fee account. No second was made on this motion.

     Phil McIntyre presented the supervisors with a 2 year lease extension on the 3.76 acres of the township building property, which will be included in the Decker unit. The terms will stay the same as the original lease and Cabot will pay out $3,760 for the renewal. A motion was made by Phelps and seconded by Owens to adopt Resolution #3-15 amending the lease. Motion carried by three yes votes.

ROAD REPORT:
     A few options have been looked at to deal with the dust problem caused by the heavy truck traffic on Stephens Road. The best choice seems to be doing a calcium grind which pulls up the entire road surface, treats it with calcium, rolls it back out, and treats it with calcium again. The project may be costly, but not as much as the other choices. Ed Sumski, the Municipal Services rep, has drawn up specifications for the project. A motion was made by Phelps and seconded by Owens to advertise for bids by the next meeting. Motion carried by three yes votes.

OLD BUSINESS: None

NEW BUSINESS:
     A driveway permit application was submitted by Cabot for the Ferguson pad off Bartholomew Road. After reviewing it, the size of the pipe needs to be upgraded from an 18 inch to a 24 inch. A motion was made by Phelps and seconded by Owens to approve this driveway and sign it when the paperwork is ready. Motion carried by three yes votes.
     A driveway permit application was also submitted by Williams Field Services for a meter station off Three Lakes Road. This permit was approved and signed.
     An assessment permit was approved for a garage for Mr. Yannotta on Lower Podunk Road.
      The Susquehanna County Township Officials convention will be held on October 15, 2015 from 3-9 PM at the Montrose Bible Conference.
     A notice was received from Fox Engineering regarding a permit application submitted to DEP for the construction of Schmidt Pond off of North Harmony Road.
      Three quotes were received on a tamper which packs in road material. Barhite had a used one at a price of $3000, Down to Earth had a new one for $3,180.14, and Medico had a new one for $2,249. A motion was made by Owens and seconded by Phelps to purchase the new machine from Medico. Motion carried by three yes votes.

SEWER:
     A public notice was placed in the Scranton paper about the township’s intent to file a loan application with USDA in the amount of $1,400,000 to refinance the two existing sewer loans and borrow additional money for upgrades to the treatment plant, a storage garage, generator, and replacement parts.

June 22, 2015

     A special meeting was called to order at 6:00 PM by Chairman Doug Phelps. The purpose of this meeting was for the consideration of the purchase of a new backhoe and other township business. Supervisors Owens and Furney were present along with Steve Simko, Cleveland Brother’s representative, Ted Brewster and Jim Phelps.

     The Board reviewed the quote for a 2015 CAT 420FIT with options. Purchase would be through Co Stars with a price of $120,634.00. If the present 2004 backhoe would be traded ($26,500.00) and the 1990 Gradall also traded ($8,000.00) to purchase cost would be $86,134.00. The agreement would also include a five (5) year, 3,000 hour Extended Powertrain warranty.

     A discussion followed with Owens stated he was in favor of the purchase of this backhoe but preferred not to trade the Gradall at this time. Pros and cons of this trade was further discussed. Phelps made a motion to purchase the 2015 Caterpillar 420F IT Backhoe with the trade-ins of the 2004 backhoe and the 1990 Gradall. Furney made a second and the motion carried by two yes votes. Owens abstained from the vote. The contract was signed and the Gradall title turned over the Steve.

     The letter from the Susquehanna County Conservation District was presented. We have been approved for a $90,000.00 grant for road work on Deer Trail Road. The agreements were signed and we will ask for an advance for half the grant amount so that work can be started.

     Driveway and Road Crossing permit applications were reviewed for Western Land Services for the Chambers well pad on Blanding Lake Road and the Decker well pad on Sherwood Hill Road. Roadmaster Phelps has inspected the sites with Western Land Services representatives and has no objections. Permits were signed by the Supervisors.

     The regular meeting of the Harford Township Supervisors was called to order in the township office by Chairman Doug Phelps at 7:00 PM. Supervisors Owens and Furney were present along with Assistant Secretary Carolyn Jennings to take notes for the minutes. Visitors present were Ted Brewster, Maureen Warren, Dottie Hagenbuch, Joe Cowan, and Jean Kelly.
     The minutes of May 12th were reviewed and accepted on a motion by Owens, second by Phelps. Motion carried by three yes votes. The bill list was approved as printed on a motion by Phelps, second by Owens. Motion carried by three yes votes. The treasurer’s report was filed for audit.

ROAD REPORT:
     The Dirt & Gravel Roads grant application for Deer Trail Road has been verbally awarded by the Conservation District with the paperwork to follow. A motion was made by Owens and seconded by Phelps to accept this grant. Motion carried by three yes votes. Some of the grant amount may be requested up front so the contractor can begin the work.
     Emergency repairs are needed on Bartholomew Road where a pipe is undermining the road. The engineering and permits have already been completed. A motion was made by Phelps and seconded by Owens to pass Resolution #2-15 authorizing this emergency work. Motion carried by three yes votes.
     Grading has begun in Section 3 this year and next they will go on to Section 1. The pump on our truck used to spray calcium has broken. A new one was ordered, but it wasn’t the right type. While waiting to get our truck back in service, we may need to use the companies to spray.

OLD BUSINESS:
     Quotes have been received to replace the roof of the township building. Kavetski Construction gave a price of $15,300, Greg Slack’s Contracting gave a price of $12,850, and a third contractor declined. After some discussion, a motion was made by Owens and seconded by Furney to accept the lower quote from Greg Slack. Motion carried by three yes votes.
     A few people have expressed an interest in mowing at the township and the sewer plant. One gave a price of $105, Rick Moser said he would charge $90, and a third did not state a price. A motion was made by Owens and seconded by Phelps to accept the offer from Rick Moser. Motion carried by three yes votes.
     Further clarification was received from Ace Robbins regarding what type of fuel they would supply to the township. Their bid provided last month was for off-road diesel, but the township would prefer to use on-road. The price for that type of fuel is the same as the off-road, but half a cent lower because of not adding the dye. If exemption forms were filled out, the township would not have to pay taxes on the fuel. The motion from last month’s meeting will stand.

NEW BUSINESS:
     Assessment permits were approved for garages for Banks, Hinkley, and Smith. A driveway permit for Seamans will be approved as long as Jim checks it and gives his okay.
     An offer was received from Richard Zick II to repair the gate and eliminate the poison ivy problem at the Wilmarth Cemetery. According to state code, the township is responsible for this cemetery as the family has died out and there is no one left to take care of it. Mr. Zick gave a couple options and would volunteer the labor at no charge. The township could pay for herbicide at $70 and also some supplies that may be needed. A motion was made by Phelps and seconded by Owens to accept this offer and supply the materials needed for the work to be done. Motion carried by three yes votes.
     Notification was received that this year’s impact fee amount will be $445,833.30.
     Replacing the township’s backhoe has been under consideration for some time. A quote from Cleveland Brothers came in at $78,141 after a trade-in credit of $26,500 for a CAT machine through the Costars program. The current backhoe has recently had $8,000 in repairs and will soon need tires. Purchasing a backhoe this year would save money before new pollution requirements take effect. The supervisors plan to meet with the salesman again and think over how to use the impact fee money.

PUBLIC COMMENT:
     Jean Kelly brought to the supervisors’ attention that it has been over 90 days since their lawyer submitted a memorandum for comment and nothing has been heard from the township’s attorney.

     A motion was made by Phelps and seconded by Owens to adjourn the meeting at 7:59 PM.

May 12, 2015

     The regular monthly meeting of Harford Township Supervisors was called to order by Vice-Chairman Conrad Owens at 7:00 PM in the township office. Supervisor Furney was present with Doug Phelps arriving later. Visitors were Matthew and Irene Damiano, Ted Brewster, Maureen Warren, Joseph and Dava Cowan, Dorothy Hagenbuch, and Jim Phelps.
     Minutes of the April 14th meeting were accepted as printed on motion by Furney, second by Owens and carried by two yes votes. The bill list was reviewed and approved as presented on a motion by Furney, second by Owens and carried by two yes votes. Treasurer's report was filed for audit.

ROAD REPORT:
     Jim Phelps reported that he hopes to head out later this week with the grader to start the normal yearly road work. They have been helping with clean up and drainage work at the ball field, replacing stop signs when needed. They are also trying to address dusty roads.

OLD BUSINESS:
     Now that the storage building has been approved, we need to select the color and make the first payment so that Snyder can place the order. Possible colors will be green ends with a white or sand roof. Motion made by Furney to make the first payment of $49,625.00, seconded by Owens and so carried by two yes votes.
     The bids for diesel fuel and gasoline were tabled last month. Clarification has been received from Ace-Robbins that as of April 14, 2015 the rack price was $1.885 for diesel and gasoline was $1.705. Their bid was $.15 above rack for diesel and gasoline. Mirabito’s bid was $.46 and $.40 above OPIS average the week of delivery. A motion was made by Owens and seconded by Furney to award the bid to Ace Robbins. Motion carried by two yes votes.

NEW BUSINESS:
     An Assessment Permit was reviewed for Larry Bodt for a garage. No objections.
     We have become aware of the poor condition of the garage/office roof. We have received one quote and are waiting for another for a replacement. Matter tabled for this meeting.
     Randy Ball has informed us that he can no longer mow the yards at the office and sewer plant. He will take care of the mowing until we find someone else however. Owens and Phelps will inquire with some possibilities. Matthew Damiano submitted his resume for employment.

     The regular meeting of the Harford Township Supervisors was called to order in the township office by Chairman Doug Phelps at 7:00 PM. Supervisors Owens and Furney were present along with Assistant Secretary Carolyn Jennings to take notes for the minutes.      The minutes of March 10th were reviewed and accepted with a correction, on advertising for bids on roadwork for Shoup and S. Harmony Roads being changed to getting phone quotes, by motion from Phelps, second by Owens. Motion carried by three yes votes.

NEW BUSINESS:
     Bob DeLuca and Connie Breese presented the Auditors’ Report for 2014. A copy is attached to the minutes.
     The list of Fire Police for 2015 was approved. Montrose Borough sent a letter to request assistance from the Fire Police on May 25th and July 4th, which the supervisors also approved.

CORRESPONDENCE:
     Notice was received that the Susquehanna County Commissioners have enacted a burn ban from April 2, 2015 to May 2, 2015.

ROAD REPORT:
     Bids were opened for hauling, road materials, calcium, cinders, and fuels. The results are attached to the minutes.
     A motion was made by Phelps and seconded by Owens to follow up on the phone quotes for Shoup and S. Harmony Roads and accept the best one. Motion carried by three yes votes.
     A road betterment agreement was signed with Williams Field Services for supplying pipe to be used on Blanding Lake Road. A driveway permit was approved for Cabot on Blanding Lake Road for the Chambers well pad. A road maintenance agreement was signed for Constitution Pipeline. Their driveway permits for White and Three Lakes Road and their road crossing permits for White and Plank Road were approved.
     Jim Phelps gave an update on roadwork to begin with the transition to spring. Major ditchwork will be immediately needed on Blanding Lake Road so that water can drain into the pipes being put in. This should be done before the gas company begins with full depth reclamation on the road to build it up for moving in their heavy equipment. A machine and operator will be needed with support from our own workers and trucks. It may take 5-7 days to complete with a cost of around $8700. A motion was made by Owens and seconded by Phelps to approve this work to be done. Motion carried by three yes votes.

OLD BUSINESS:
     One bid was received for the material storage building from Snyder Equipment. The price given according the specs is $99,250. The township will be responsible for purchasing the concrete and preparing the site. A grant has been received from Constitution Pipeline for $10,000 and it may be possible to apply for more once the project is started. A motion was made by Phelps and seconded by Owens to accept the bid from Snyder Equipment for the material storage building. Motion carried by three yes votes.

PUBLIC COMMENT:
     There was some discussion regarding the township cleanup. There is still a problem with not having a place to send the electronics. A motion was made by Furney and seconded by Phelps to hold the cleanup the first week of June at the same price as last year. Motion carried by three yes votes.
     Adam Briggs made a complaint regarding the condition of Richardson Road. It has not had any maintenance for several years. Ditches are full of material and need to be cleaned out. Water has been coming down from the driveway and across the road. The supervisors will try to get to this road early on as it has been missed in other years.
     An executive session will be held after tonight’s meeting regarding the ongoing legal issues with Tyler Lake Road.

     A motion was made by Phelps and seconded by Owens to adjourn the meeting at 8:45 PM.

March 10, 2015

     The regular meeting of the Harford Township Supervisors was called to order in the township office by Chairman Doug Phelps at 7:00 PM. Supervisor Owens was present; Supervisor Furney was absent due to a death in the family. Assistant Secretary Carolyn Jennings was present to take notes for the minutes. Visitors were Ted Brewster, Maureen Warren, Dave Hannigan, Jim Phelps, Rob Supancik, and several ballplayers and their families.
     The minutes of February 10th were reviewed and accepted by motion from Phelps, second by Owens. Motion carried by two yes votes.
     The minutes of the February 19th special meeting were reviewed and accepted by motion from Phelps, second by Owens. Motion carried by two yes votes.
     The bill list was approved as printed on a motion by Phelps, second by Owens. Motion carried by two yes votes.
The treasurer’s report was filed for audit.
     Tom Caray from Western Land Services was present to get the supervisors signatures and a witness as to the township’s ownership of the sewer plant property to be included in the unit for the Decker pad.
     Members of the Harford/Lenox Baseball Association were present to thank the board of supervisors for their support. A motion was made by Phelps and seconded by Owens to make out a check for the association in the amount of $15,000 from the gas royalty account as discussed during budget preparation. Motion carried by two yes votes. The baseball association presented the township with a plaque and a photo was taken for the newspaper.

ROAD REPORT:
     It is time once again to advertise for bids on fuel and road materials. A motion was made by Phelps and seconded by Owens to request the following amounts more or less: 3300 tons of ½” minus, 9000 tons of 2A, 1500 tons of 2B, 1000 tons each of R3 and R4, 2600 tons of anti-skid, 1400 yards of black cinders, 41,000 gallons of liquid calcium, 2500 gallons of gasoline, and 9000 gallons of diesel fuel. Motion carried by two yes votes.
     The board would also like to request bids for a tri-axle truck hauler. A motion was made by Phelps and seconded by Owens to get hourly figures for tailgating material on the roads and also for general hauling and ditching. Motion carried by two yes votes.
     There is some roadwork planned for this year for some farther out roads that can be done by a contractor. A motion was made by Phelps and seconded by Owens to get phone quotes for advertise for bids on Shoup Road, S. Harmony Road and topping on Plank Road and Three Lakes Road. Motion carried by two yes votes. The supervisors and Roadmaster will get together to come up with spec sheets and standards for each job.

OLD BUSINESS:
     A motion was made by Owens and seconded by Phelps to appoint Steve Smith as the Emergency Management Coordinator for Harford Township. Motion carried by two yes votes. Doug Phelps will continue to serve as deputy.

NEW BUSINESS:
     It has become necessary to look for updates for the township’s radio system as what we have now is getting old and not working well. Industrial Electronics from Scranton has put together a proposal for a new digital system with repeaters that includes a base station and eight mobiles for $6,829. A speaker and microphone can be placed in the office for around $300 more. There will also be a usage charge of $19 per unit per month. After considering other options such as sharing with the fire company, the supervisors felt this would be the best way to go. A motion was made by Phelps and seconded by Owens to accept the estimate from Industrial Electronics to upgrade the township’s radio system. Motion carried by two yes votes.
     The supervisors have been considering putting a material storage building out back for a while. A $10,000 grant was awarded by Constitution Pipeline to be used for the project. A spec sheet was been drawn up for the building which will be 65’ x 65’ with 7’ concrete walls and a fabric cover. A motion was made by Phelps and seconded by Owens to advertise for bids on this building. Motion carried by two yes votes.
     The Quickbooks payroll subscription the township has can be upgraded to include federal payroll forms and W-2s. The extra cost would be around $130/yr. A motion was made by Owens and seconded by Phelps to approve this upgrade. Motion carried by two yes votes.
     The recycling center has notified the township that they will not be able to accept electronics from the township cleanup this year. The supervisors will check if any other options are available and discuss it further next month.

SEWER:
     There was further discussion regarding the possible refinancing and additional borrowing for improvements through USDA. Reasons to refinance include getting a lower fixed interest rate and reasons for additional borrowing include putting up a storage building at the sewer plant, buying more pumps, and being in compliance with the Chesapeake Bay requirements. Part of the loan process involves getting an engineering study done. Dave Klepadlo has looked at the requirements and has proposed doing the study for $18,000, which the township will have to pay up front but can later be added in as part of the loan. A motion was made by Phelps and seconded by Owens to approve Dave Klepadlo’s proposal for doing the engineering study. Motion carried by two yes votes.

CORRESPONDENCE:
     A letter was received regarding the 100th anniversary of the Martins Creek Viaduct. A celebration is being planned for September 5, 2015 in Kingsley. Several options are being discussed regarding a dance and other festivities.

PUBLIC COMMENT:
     Dave Hannigan made a complaint regarding the dust and mud being dragged off Plank Road onto Route 11 by the large trucks, especially the ones from the Lopke Quarry. The situation has been occurring for some time and is getting worse. The supervisors stated there was a plan to pave the end of Plank Road to help alleviate the problem but that plan is being held up by permits and other paperwork through the state. Supervisor Owens offered to make some phone calls and report on what he finds out next month.

February 19, 2015

     A Special Meeting was held to appoint a Tax Collector for Harford Township for the year 2015. Doug Phelps called the meeting to order at 7:00 PM in the township office. Supervisors Owens and Furney were present.
     Interviews were held on February 16, 2015, with three interested people for the position of Tax Collector – Catherine Holleran, Jessica Miller and Chris Ward. Dennis Miller was unable to attend this evening meeting but had asked to be considered.
     Tim Button attended the interview meeting and gave highlights of the position. It was stressed that this appointment is for the year 2015 only and if they are interested in the position, they must file their petition and run for the office.

     Now the Board must select an individual to fill the position. All of these people are equally qualified for the position and our decision was a difficult one. After a discussion, a vote was taken. Phelps and Furney voted for Jessica Miller as she was best known to them. Owens voted for Catherine Holleran as she was best known to him. Therefore, by a two to one vote Jessica Miller will fill in for this year.

February 10, 2015

     The regular monthly meeting of the Harford Township Supervisors was called to order at 7:00 PM by Chairman Doug Phelps. Supervisors Owens and Furney were present and attending today’s meeting, our Attorney Jamie Hailstone. Public visitors included Ted Brewster, Carolyn Jennings, Dorthory Hagenbuch, Vera Scroggins, Jim and Ben Tuttle.
     After the Pledge of Allegiance, Chairman Phelps called for the review of the minutes of January 6th. He made a motion to approve the minutes of the Reorganization meeting, Owens made a second. Motion carried by three yes votes.
     Phelps motioned to approve the January 6th regular meeting minutes, seconded by Owens and motion carried by three yes votes.
     Tonight’s bill list was accepted on a motion by Phelps, second by Owens and carried by three yes votes. The treasurer’s reports for December 31, 2014 and January/February were filed for audit.

ROAD REPORT:
     Williams Field Services have applied for a driveway permit for Laurel Hill Road. Also two driveways permits and one underground utility road crossing permit for North Harmony Road. The sites have been inspected and the Supervisors have no objections. Permits were signed.
     We have been asked to consider joining the PennDot Agility Program again. Resolution #2-15, was presented and on motion by Phelps, seconded by Owens it was adopted. Motion carried by three yes votes.
     Owens made a motion to hire Trevor Payne as a part-time employee retroactive to February 2, 2015. He will be trained to operate the gradall and grader as well as using him for plowing part-time this winter. Phelps made a second and motion carried by three yes votes.

OLD BUSINESS:
     The ordinance authorizing the participation of Harford Township in the PSATA Unemployment Compensation Group Trust has been approved by our Council and advertised and is ready for consideration. Furney made a motion to adopt Ordinance #50, seconded by Owens and so carried by three yes votes.

NEW BUSINESS:
     A subdivision for the Richard Demi property has been received from County Planning. An inspection of the existing driveway will be made to determine if it is suitable. The Board has no objections.
     We have received the resignation from Tim Button as Tax Collector effective immediately. His letter is attached to the recorded minutes.
     We have met with USDA for the possibility of financial aid for sewer up grades. It is feared when our discharge permit is due again that we will have to comply with more stringent DEP regulations for the Chesapeake Bay program. We will be gathering interest figures and the available of financing the upgrades and refinancing our present loans.

     An Executive Session will be held immediately after the close of this regular meeting for the purpose of an on-going law suit involving soil erosion on Tyler Lake Road.

     Visitors Jim and Ben Tuttle asked Attorney Hailstone for his opinion concerning Harford Township Noise Ordinance and the Miller Compressor Station. Att. Hailstone explained that both he and the County Solicitor are of the opinion that because Harford Township has no Subdivision and Land Development Ordinance, Harford Township’s ordinances are not applicable to the Miller Compressor plan. There were opinions expressed by the Tuttle’s and they feel that the issue needs to be heard by a higher authority.

     The regular January monthly meeting was called to order at 7:17 PM. All Supervisors were present along with visitors - Vera Scroggins, Ben & Jim Tuttle, and Dorothy Hagenbuch.

     The December 31, 2014, bill list was accepted on a motion by Phelps, seconded by Owens and carried by three yes votes.

ROAD REPORT:
     Driveway permits have been submitted by Cabot Oil for Sherwood Hill Road, Todd Decker’s property and Bartholomew Road, A. Ferguson’s property. The Board has no objections and permits were signed.
     A noise waiver for approved for the Ferguson well pad for 1 year.

NEW BUSINESS:
     Resolution 1-15 to approve the increase to the sewer user’s fees to $125.00 a quarter was approved on motion by Phelps, second by Owens. Motion carried by three yes votes.
     An Ordinance authorizing the participation in the PSATS Unemployment Compensation Group Trust pursuant to the Pennsylvania Intergovernmental Cooperation Law was tabled for our Attorney’s review.

PUBLIC COMMENT
     Ben Tuttle attended the meeting to question the Miller Compressor Station concerning the noise level. At this time the complaint has been sent to our Attorney and the Board is waiting for his opinion.
     Vera Scroggins asked why the County Ordinance is taking precedence over Harford Township Noise Ordinance. Phelps read the letter from our Solicitor dated May 5, 2014, that since we have no Zoning Ordinance and relies on the Susquehanna County Zoning Ordinance. Therefore, the provisions of County’s Ordinance takes precedence.
