March 17, 2026

   The regular meeting of the Harford Township Supervisors was called to order in the township office by Vice-Chairman Robert Rex at 7:00 PM. Supervisor Payne was present along with Secretary/Treasurer Carolyn Jennings; Supervisor Walker was absent. Visitors present were Rick Moser, Ted Brewster, Stan & Linda Gurecki, Margie Posnachiwsky, Joe Loomis, Gerry Yushinsky, Peg Smith, Donna Schulze, and Shawn Krause.
   The minutes of February 17th were reviewed and accepted on a motion by Rex, second by Payne. Motion carried by two yes votes. The bill list for March 17th was approved as printed on a motion by Rex, second by Payne. Motion carried by two yes votes. The treasurer's report was filed for audit.

ROAD REPORT:
   Supervisor Payne reported that the guys have been ditching, filling potholes, and preparing the equipment for the summer roadwork.

   A motion was made by Payne, second by Rex to accept both bids to use as needed. Motion carried by two yes votes.

   Brian Zembrzycki Excavating - $120.00/hr. for Tri-axle truck

   A motion was made by Payne, second by Rex to accept all bids to use as needed. Motion carried by two yes votes.

   A motion was made by Payne, second by Rex to award the bid to Mirabito Energy for diesel fuel, Lenox Propane for propane, and Hinds Energy for heating oil. Motion carried by two yes votes.

Dust Control:
Suit-Kote Corp -
   Liquid Calcium $1.37/gallon to twp, $1.47/gallon on roads

   A motion was made by Payne, second by Rex to award the bid to Suit-Kote Corp. Motion carried by two yes votes.

OLD BUSINESS: None

NEW BUSINESS:    A motion was made by Rex, second by Payne to appoint Dustin Walker as Emergency Management Coordinator for Harford Township. Motion carried by two yes votes.
   A motion was made by Rex, second by Payne to change the date of the April meeting to April 28, due to a conflict with the PSATS Convention. Motion carried by two yes votes.
   A motion was made by Payne, second by Rex to hold township cleanup days the week of May 4th at the cost of $70/load and $5/tire. Motion carried by two yes votes.
PUBLIC COMMENTS:
   Shawn Krause gave an update on the park project. The dead trees have been removed and the playground is being installed. There is a short list of items that still need to be completed. Supervisor Rex explained the plans that are underway for a Nine Partners Day & Park Grand Opening to be held May 23, 2026.
   Gerry Yushinsky mentioned that with holding township cleanup days so early in May, that people may not be back at Tingley Lake yet. A motion was made by Rex, second by Payne to change township cleanup days to the week of May 18th at the cost of $70/load and $5/tire. Motion carried by two yes votes.
   Joe Loomis mentioned checking into getting more grants to pay for roadwork and looking into an ordinance on lighting restrictions. There was also some discussion on AI data centers and what regulations could be put in place.

   A motion was made by Rex and seconded by Payne to adjourn the meeting at 7:51 PM.

February 17, 2026

   The regular meeting of the Harford Township Supervisors was called to order in the township office by Chairman Dustin Walker at 7:00 PM. Supervisors Payne and Rex were present along with Secretary/Treasurer Carolyn Jennings. Visitors present were Rick Moser, Ted Brewster, Stan & Linda Gurecki, Brad Millard, and Devyn Voda.
   The minutes of the January 5th reorganization meeting were reviewed and accepted on a motion by Walker, second by Rex. Motion carried by three yes votes. The bill list for February 17th was approved as printed on a motion by Walker, second by Payne. Motion carried by three yes votes. The treasurer's report was filed for audit.

PUBLIC COMMENTS:
   Devyn Voda, representing Susquehanna County Conservation District, presented information regarding the Dirt & Gravel Roads grant program. It has been a while since the township participated in the program and certain roads may be looked at to determine possible projects.

ROAD REPORT:
   Supervisor Payne reported that as the weather is improving the guys have been starting stump grinding and pothole filling.

   A motion was made by Payne, second by Rex to approve the following list of materials for bidding:
200 tons of half-inch minus, 2000 tons of six to eight-inch minus, 6000 tons of 2A,
4000 tons of 2B, 500 tons of R3, 1500 tons of R4,
300 tons of R6, 80,000 gallons of liquid calcium, 10,000 gallons of on-road diesel fuel,
5000 gallons of propane, 500 gallons of heating oil,
tri-axle or tandem axle trucks for general hauling at an hourly rate,
and tree trimming services at an hourly rate.
Motion carried by three yes votes.

OLD BUSINESS: None

NEW BUSINESS:
   The supervisors may be looking to purchase a service truck, but have not gotten any prices yet.

CORRESPONDENCE:
   A donation request was received from the Susq. County Conservation District for their Envirothon program. A motion was made by Walker, second by Payne to donate the amount of $249. Motion carried by three yes votes.

PUBLIC COMMENTS:
   Brad Millard gave an update on the park project. Tree cutting will begin soon and the drain pipe needs to be installed for the rain garden. They are starting to work on an operations plan to take care of the park maintenance needs and getting the necessary signs made.

   A motion was made by Walker and seconded by Payne to adjourn the meeting at 7:37 PM.

January 5, 2026

The bill list for January 5th was approved as printed on a motion by Walker, second by Payne. Motion carried by three yes votes. The treasurer's report was filed for audit.

   Supervisor Payne reported that the guys have been plowing and cindering when needed.

OLD BUSINESS: None

NEW BUSINESS:
   Dan Farnham notified us that the water level in the tank at the plant is quite a bit lower than normal and asked us to check for any leaks in town to get them fixed as soon as possible.
   Bids were opened for tree removal at the park. Titan Tree Service submitted hourly rates of $248 for a manual crew and $485 for a mechanical crew, Old School Tree Service submitted an hourly rate of $300, and Timber Ridge Tree Service submitted an hourly rate of $400 or a total project price of $10,800. After some discussion, the supervisors felt the Municipal Authority should make the decision on who to hire for the job.

PUBLIC COMMENTS:

   Rick Moser mentioned a house on Creek Road that had burned last year and that a letter should be sent to the owner to have the property cleaned up.

   A motion was made by Walker and seconded by Payne to adjourn the meeting at 7:37 PM.

January 5, 2026

   The Annual Reorganization Meeting of the Harford Township Supervisors began at 7:00 PM in the township office building.

   A motion to appoint Robert Rex as Temporary Chairman was made by Walker, second by Payne. Motion carried by two yes votes, Rex abstained.

   A motion to appoint Kyle Payne as Temporary Secretary was made by Walker, second by Rex. Motion carried by two yes votes, Payne abstained.

   A motion to nominate Dustin Walker as 2026 Chairman of the Board was made by Rex, second by Payne. Motion carried by two yes votes, Walker abstained.

   A motion to nominate Robert Rex as 2026 Vice-Chairman was made by Walker, second by Payne. Motion carried by two yes votes, Rex abstained.

   A motion to appoint Kyle Payne as Road Superintendent was made by Walker, second by Rex. Motion carried by two yes votes, Payne abstained.

   Compensation will be set by the township auditors.

   A motion to appoint Carolyn Jennings as Secretary/Treasurer was made by Walker, second by Payne. Motion carried by three yes votes.

   Compensation will be set at an Executive Session.

   The supervisors recognized road crew employees currently serving – Rick Moser, Maurice Jennings, Jim Warren, Dennis DiGiambattista, Gary Cameron, and Rich Tomlinson. Also, Alexis Starbuck will continue to serve as assistant secretary. Compensation will be set at an Executive Session.

   A motion to set the Treasurer’s Bond for 2026 at $2,000,000 was made by Walker, second by Rex. Motion carried by three yes votes.

   A motion to reappoint the firm of Kreder Brooks Hailstone as the township’s legal counsel with Jaime Hailstone as the lead was made by Walker, second by Payne. Motion carried by three yes votes.

   A motion to appoint Peg Smith as the Chair of the Vacancy Board pending her acceptance was made by Walker, second by Rex. Motion carried by three yes votes.

   A motion to appoint Shawn Krause to the Harford Municipal Authority for a 5 yr. term was made by Walker, second by Payne. Motion carried by three yes votes.

   A motion to keep Peoples Security Bank & Trust as the depository for township funds was made by Walker, second by Rex. Motion carried by three yes votes.

   A motion to hold regular meetings at the township building at 7:00 PM on the third Tuesday of each month was made by Walker, second by Payne. Motion carried by three yes votes.

   A motion to establish the paid employee holidays as Memorial Day, July 3 for Independence Day, Labor Day, Thanksgiving Day with a floating holiday on Friday or Monday, Christmas Day, and New Years Day was made by Walker, second by Payne. Motion carried by three yes votes.

   A motion to certify Robert Rex as the voting delegate to the State Convention was made by Walker, second by Payne. Motion carried by two yes votes, Rex abstained.
