The regular meeting of the Harford Township Supervisors was called to order in the township office by Chairman Dustin Walker at 7:00 PM. Supervisors Payne and Rex were present along with Secretary/Treasurer Carolyn Jennings. Visitors present were Rick Moser, Alexis Starbuck, Oleh & Margie Posnachiwsky, Stan & Linda Gurecki, Donna Schulze, Joe Cowan, Dan Farnham, and Brad Millard.
The minutes of June 24th were reviewed and accepted on a motion by Walker, second by Payne. Motion carried by three yes votes. The bill list for July 15th was approved as printed on a motion by Walker, second by Rex. Motion carried by three yes votes. The treasurer's report was filed for audit.
PUBLIC COMMENTS: None
ROAD REPORT:
Supervisor Payne reported grading and mowing are being done in Section Two. There have been some sections of road washed out by heavy rainstorms.
The township roller is in need of some major repairs, in the meantime one is being rented from Medico Construction Equipment. The cost to rebuild the engine and turbo with the necessary components would be between $17,200 - $21,000. Medico offered to take the old roller as a trade-in with a value of $18,500 and the option to purchase the rental machine at a price of $154,042.38. After some discussion, a motion was made by Payne, second by Rex to purchase the new roller from Medico. Motion carried by three yes votes.
A motion was made by Payne, second by Walker to purchase a 1 ft. bucket for the mini-excavator from Medico in the amount of $1,455. Motion carried by three yes votes.
OLD BUSINESS:
Rick Moser has checked and found that the catch basin by the old Harford Garage will need to be replaced and also the sewer line may be extended from there up to the ballfield.
NEW BUSINESS:
A land development plan was received for the Susq. County Rec. Center located by Outdoor Insiders at the Gibson exit. The sewage needs of the facility will be handled by the Monteforte system.
The supervisors reviewed a subdivision for Frank Payne on Pennay Hill Road and had no objections. A noise complaint letter was received regarding mowing being done at the cemetery in Harford before 7 AM. They will be contacted about the matter.
WATER/SEWER:
Dan Farnham explained the sewage issues he found at the Harford Fair and some ways to correct these issues. The township solicitor will prepare a document to send to the board.
PUBLIC COMMENTS:
Brad Millard reported that some adjustments had to be made for drainage issues up at the field. Joe Cowan asked about human waste being spread on fields in the area.
A motion was made by Walker and seconded by Payne to adjourn the meeting at 8:05 PM.

ROAD REPORT:
Supervisor Payne reported grading is almost complete in Section One and that ditching and mowing are also being done. Margie Posnachiwsky commented that potholes are really bad on Stearns Road and asked for a better solution to the problem, such as tar & chip. The cost of applying that is quite high and also the continued maintenance of it.
OLD BUSINESS:
The new township sign has been ordered and will arrive in 5-7 weeks.
NEW BUSINESS: None
WATER/SEWER:
The sewage issues at the fair still need to be worked out and a meeting will be held shortly with the plant operator and township solicitor to determine the details.
PUBLIC COMMENTS:
Supervisor Rex reported that construction has begun up at the ballfield for the new park.

The rescheduled meeting of the Harford Township Supervisors was called to order in the township office by Chairman Dustin Walker at 7:00 PM. Supervisor Rex was present along with Secretary/Treasurer Carolyn Jennings; Supervisor Payne was absent. Visitors present were Ted Brewster, Rick Moser, Margie Posnachiwsky, Glen & Peg Smith, and Brad Millard.
The minutes of April 15th were reviewed and accepted on a motion by Walker, second by Rex. Motion carried by two yes votes. The bill list for May 20th was approved as printed on a motion by Walker, second by Rex. Motion carried by two yes votes. The treasurer's report was filed for audit.
PUBLIC COMMENTS: None
ROAD REPORT:
Assistant Roadmaster Rick Moser reported that the road crew has been filling potholes and cleaning ditches. The equipment is now ready to begin grading the roads. The engineering for pipe replacements is now complete and permit approval has been received from DEP. A plan will be put together for the work to be done.
OLD BUSINESS:
Township cleanup was completed last week. 25 loads were picked up along with 53 tires.
NEW BUSINESS:
Supervisor Rex provided three quotes for a township sign with LED message board.
Stewart Signs in Sarasota, FL gave a price of $15,464.57 for the sign
3i Graphics & Signs in Binghamton, NY gave a price of $18,983.75 for the sign and installation
and the third quote was over $30,000 and not considered.
After some discussion, a motion was made by Rex, second by Walker to accept the quote from 3i Graphics & Signs. Motion carried by two yes votes.
An assessment permit for a pole barn for John Salinkas on Grinnell Road was approved. The supervisors reviewed a land development plan for construction of a transfer station for Leatherstocking Gas on SR 2022. A subdivision for Estabrook on Beaver Meadow Road was reviewed and the supervisors had no objections.
There are a couple conflicts with the date of the June meeting, so the supervisors decided to reschedule the meeting for June 24th at 7 pm.
WATER/SEWER:
The township sewer plant operator, Dan Farnham, made a site visit to the Harford Fair to look over the pumps and the condition of the tank. He observed several problems and an agreement needs to be worked out with the Fair board to determine who is responsible to fix these issues.
PUBLIC COMMENTS:
Brad Millard gave an update on the park project. The Municipal Authority awarded the bid to Ken Rauch Excavating and the legal documents are now being completed for work to begin in June. Brad asked about getting a sewer line put in from the road to the site and checking to see if the catch basins are working properly.
A motion was made by Walker and seconded by Rex to adjourn the meeting at 7:49 PM.

ROAD REPORT:
Supervisor Payne reported that the road crew has been filling potholes and cleaning ditches. They hope to get started on grading roads soon.
A proposal was received from Midland Asphalt to supply EDP dust oil at $1.80 per gallon. The plan is to try it out on Stephens Road instead of using liquid calcium. The supervisors decided to table the proposal in order to get a scope of project and an estimate on how many gallons would be needed.

NEW BUSINESS:
Peg Smith presented the report on the 2024 Audit. All records were in order and the auditors recommended the supervisors monitor the park expenses to be reimbursed by the state grant and the sewer problems at the Harford Fair be worked out with the board.
An assessment permit for a garage for Mike Sedelnick on Creek Road was approved. A subdivision for Rutherford on School St. was reviewed and the supervisors had no objections.
WATER/SEWER:
A meeting was held at Rep. Fritz's office with the township officials, solicitor, engineer, and some PA American Water representatives. Their interest in purchasing the township's water and sewer systems was discussed focusing on the pros and cons. The supervisors are willing to get more analytical information and number projections to review, but have not yet made up their minds on a decision. Hearings may be held at some point for the public to weigh in with their opinions.
PUBLIC COMMENTS:
There was some discussion on possible future development at the Gibson exit and also in the surrounding areas. The park project is now out for bids and there have been 16 contractors so far who have requested the plans.

A motion was made by Walker, second by Payne to advertise the township cleanup for the week of May 19th at the cost of $70/load. Motion carried by three yes votes.
PUBLIC COMMENTS:
The Municipal Authority plans to go out for bids next month on the revised Phase 1 of the park project. A sign has been ordered to recognize the grant money from DCNR and the Endless Mountains Heritage Region.

ROAD REPORT:
Supervisor Payne reported that the road crew has been plowing, cindering, and cutting back brush. When the weather warms up, they will start filling in potholes.
A motion was made by Payne, second by Rex to approve the following list of materials for bidding:
200 tons of half-inch minus, 2000 tons of six to eight-inch minus,
6000 tons of 2A, 4000 tons of 2B,
500 tons of R3, 1500 tons of R4, 300 tons of R6,
80,000 gallons of liquid calcium, 10,000 gallons of on-road diesel fuel,
3500 gallons of propane, 1500 gallons of heating oil,
tri-axle or tandem axle trucks for general hauling at an hourly rate, and tree trimming services at an hourly rate.
Motion carried by three yes votes.
OLD BUSINESS:
The supervisors did all review the proposal from Farnham & Associates for sewer plant operations and agreed to have him begin on February 1, 2025. This move will greatly reduce costs. Also, at the water plant, a less expensive monitoring system is being used, which will free up funds.
NEW BUSINESS:
A subdivision for Masters on Appleman Ridge Road was reviewed and the supervisors had no objections.
CORRESPONDENCE:
A donation request was received from the Susq. County Conservation District for their Envirothon program. A motion was made by Walker, second by Payne to donate the amount of $249. Motion carried by three yes votes.
PUBLIC COMMENTS:
Brad Millard gave an update on the park project that they are currently trying to get approval from DCNR for the second bid attempt. He also requested if the township could install the sewer line from the road up to the ballfield and dig a conduit for internet service. Supervisor Walker will check on the costs. There was also some discussion on getting a sign or outdoor bulletin board to post meeting dates and updating the Facebook page with information for the public.

There was some discussion about the sewer proposal from Farnham & Associates. A motion was made by Rex, second by Payne to table the proposal until Supervisor Walker was available to review it. Motion carried by two yes votes.
PUBLIC COMMENTS:
Joe Cowan mentioned that the cost of sewer operations with JHA Companies continues to be very high.

The Annual Reorganization Meeting of the Harford Township Supervisors began at 7:00 PM in the township office building.
A motion to appoint Kyle Payne as Temporary Chairman was made by Rex, second by Payne. Motion carried by two yes votes.
A motion to appoint Carolyn Jennings as Temporary Secretary was made by Rex, second by Payne. Motion carried by two yes votes.
A motion to nominate Dustin Walker as 2025 Chairman of the Board was made by Payne, second by Rex. Motion carried by two yes votes.
A motion to nominate Rob Rex as 2025 Vice-Chairman was made by Payne, second by Rex. Motion carried by two yes votes.
A motion to appoint Kyle Payne as Road Superintendent was made by Rex, second by Payne. Motion carried by two yes votes. Compensation will be set by the township auditors.
A motion to appoint Carolyn Jennings as Secretary/Treasurer was made by Rex, second by Payne. Motion carried by two yes votes. Compensation will be set at an Executive Session.
The supervisors recognized road crew employees currently serving - Rick Moser, Maurice Jennings, Jim Warren, Dennis DiGiambattista, and Rich Tomlinson. Also, Alexis Starbuck will continue to serve as assistant secretary. Compensation will be set at an Executive Session.
A motion to set the Treasurer's Bond for 2024 at $2,000,000 was made by Rex, second by Payne. Motion carried by two yes votes.
A motion to reappoint the firm of Kreder Brooks Hailstone as the township's legal counsel with Jaime Hailstone as the lead was made by Rex, second by Payne. Motion carried by two yes votes.
A motion to appoint Peg Smith as the Chair of the Vacancy Board was made by Rex, second by Payne. Motion carried by two yes votes.
A motion to appoint Dana Empet to the Harford Municipal Authority for a 5 yr. term was made by Rex, second by Payne. Motion carried by two yes votes.
A motion to keep Peoples Security Bank & Trust as the depository for township funds was made by Rex, second by Payne. Motion carried by two yes votes.
A motion to hold regular meetings at the township building at 7:00 PM on the third Tuesday of each month was made by Rex, second by Payne. Motion carried by two yes votes.
A motion to establish the paid employee holidays as Memorial Day, Independence Day, Labor Day, Thanksgiving Day with a floating holiday on Friday or Monday, Christmas Day, and New Years Day was made by Rex, second by Payne. Motion carried by two yes votes.
A motion to appoint Rob Rex as voting delegate to the State Convention was made by Payne, second by Rex. Motion carried by two yes votes.
